I had that same probably, my hair grew very slightly for not getting it cut for two years, but that was where my problem rooted from.

Getting your hair trimmed actually HELPS to grow out your hair. Otherwise the ends just continue to break off and your left with slight to no growth.

My hairstylist told me to always get my hair trimmed when the season's change. That's only four haircuts a year, but you will be happy with the progression of growth!! :)

Otherwise, not much else works. Don't waste your money on hair-growth vitamins or anything, because those do not work.

Also, try massaging your scalp 10-15 minutes a day to promote growth.

Also make sure there's no build-up on your scalp so the hair follicles can grow from the roots
